Our team is growing, and we're looking for two passionate Seasonal Worker Program Officers to join our compassionate team on a full-time basis in Emerald, QLD.

About the role:

As a Seasonal Worker Program Officer, you will play a key role in supporting Costa’s seasonal workforce under the Seasonal Worker Program (SWP) / PALM Scheme. This is a people‑centric, hands‑on position focused on welfare, pastoral care, onboarding, compliance, and operational support across the full cycle of seasonal employment.

You will be responsible for:

  • Providing welfare and pastoral care support in accordance with the SWP/PALM Deed and Costa standards;
  • Assisting with recruitment, pre‑departure preparation, arrivals, onboarding and induction processes of seasonal workers;
  • Conducting weekly accommodation inspections and coordinating required maintenance actions;
  • Monitoring attendance, managing follow‑ups on absences, and coordinating medical appointments or support as needed;
  • Liaising with community groups to support cultural integration and wellbeing;
  • Coordinating administrative requirements including government portal entries, induction records, travel details, incident reporting and payroll‑related support;
  • Supporting WHS activities including assisting with risk assessments, ensuring workers receive required training, and promoting safe work practices;
  • Managing PPE ordering and distribution to ensure workers are consistently equipped with compliant safety gear;
  • Overseeing transport logistics, including bus hire, scheduling and ensuring vehicle compliance; and
  • Responding to out‑of‑hours welfare issues when required to support worker safety and wellbeing.

This role is central to ensuring our workers feel supported, safe, and set up for success while meeting Costa’s legal and compliance obligations under the SWP/PALM program.

Who we are looking for:

  • 2+ years’ experience in recruitment, pastoral care, welfare support, HR assistance, or a similar people‑focused role; 
  • Strong understanding of onboarding and induction processes;
  • Experience with WHS compliance (advantageous but not essential);
  • Intermediate Microsoft Excel and Word skills;
  • Excellent interpersonal and relationship‑building capabilities, with the ability to work across diverse cultures;
  • Strong attention to detail and organisation;
  • A current C‑Class driver’s licence; and
  • Cultural experience with Pacific Island communities is desirable, though not essential.
